Whether or not an extraneous quid pro quo would be secured by Hong Kong as part of an agreement would depend on degree of importance attached to the question by the Chinese authorities, but if it can be ascertained that in event of failure to reach agreement a "blockade" will be established the Colonial Government would probable consider abandonment of attempt to obtain extraneous concession advisable.

The Board of Trade point out that the proposed agreement does not amount to a Customs union in the ordinary sense of that termand suggest that it might be desirable,

in the present political situation in China, in order to stress the special and limited character of the agreement, to consider whether the minimum period should be shorter than the originally Ends. proposed term of ten years.
